It's not produced enough. It was announced earlier this year or late last year that they will be shifting the production towards SSD and storage like that, leaving less to be used in RAM. GPU are affected as well, but it might not be visible to us before the next generation GPUs arrives.
In isolation, yes! If you only look at Sony/PS4 you would see that consoles are doing fine but there's also MS and Nintendo. Overall console sales are lagging behind gen 6 numbers let alone gen 7. Just to put things in perspective this gen we have already seen X1, X1X, PS4, Pro, WiiU and Switch. Their combined sales by the end of 2020 will come up short of or very close to gen 6 numbers. All that when there's a mixup of two gen in the form of WiiU and Switch without me bundling portables. Switch also has an added advantage of portability and filling the shoes of portables as well. You should also factor in that PS4 won't continue selling the same numbers as PS2 did because of extreme low price at the tail end in third world countries.
