No one is arguing transistor density but that space, heat, and power are still concerns and it?s not going to magically make room for 8 cores on most main steam PCs. At the absolute most optimistic projection it may replace the quad core processors with a 6 core in low-mid tier PCs. It?s literally completely irrelevant to the point that mainstream octacore will not be a thing unless most manufacturers switch to AMD.

Any video would likely work like how the PS4 does. Actively stored in memory and transferred to disk when needed. It may be part of the needed (rumored) 4GB of RAM dedicated to the OS. There's no sense in writing any streaming content to disk especially with that much RAM.

For the Dreamcast, I'm pretty sure that the higher end video cards of the day were more powerful than what the Dreamcast could do. DC was weaker than most PC's at the time. Again, when DC came out, there were CPUs with 30%+ more power, and GPU's like the Voodoo 2 existed for one year already. (with MORE VRAM, in fact)
